Limited by budget means your daily cap stopped Google from spending more on traffic it judged worth buying. For an ecommerce store, this is a status, not an error. Raise the cap only when the campaign is already making a profit. If it is losing money, the cap is doing you a favor.

Google shows the label when the campaign hits its daily budget and there was more traffic it wanted. That is all it is saying. Google's job is to spend your money, so the screen has a reason to nudge you. Treat it as information, not instruction.
Do not confuse it with limited by target ROAS. That sibling label means your return target is so high that Google cannot find enough auctions that clear it. Extra budget will not fix a target limit. You would lower the target, and only if the lower return still leaves you profitable.
The mistake is raising budget because the label is red. If the campaign is not profitable, lifting the cap just buys more of a bad thing. If profit is holding, raise in steps of 10 to 20 percent (our house cadence). A big jump knocks Smart Bidding back into a learning phase, so you pay twice: once for the extra budget, and once for the wobble.
