Travel feeds are a different sport
Variant SKUs by season, regional pricing, lots of Merchant Center quirks. One product shows up several times over, at different prices, for different months. The previous agency had given up on the feed entirely and burned the budget on broad Search instead.

Broad Search spends against every phrasing Google thinks is related to yours. Some of that traffic is a buyer. A lot of it is not.
