A comparison shopping service (CSS) is the partner that submits your products into the Google Shopping section. For an ecommerce store in the EU or UK, In the EU, Google's own CSS takes about 20 percent of your bid as its margin, as Chris explains in our Performance Max settings video. A third-party CSS lets the full bid go into the auction.

When you run Shopping ads in Europe, you always sit on a CSS. The default is Google's own. After the EU antitrust case, In the EU, Google adds about a 20 percent margin on that default CSS and puts the cost on you. A 1 euro bid is really about 80 cents of auction power. Switch to another CSS and a 1 euro bid stays 1 euro, which is about 25 percent more bid strength for the same money.
This is not a ranking trick and it is not a new campaign type. It is the pipe your product data uses to reach Shopping. Your feed, your Merchant Center, and your campaigns stay yours. Only the CSS partner changes.
The mistake is leaving Google's CSS on forever because it was the default, or switching on day one of a brand-new Merchant Center. Warm the account first so the feed is stable. Then switch. In most accounts outside the EU and UK this cut does not apply the same way. Do not copy a Europe setup into a US account without checking.

On EU and UK accounts we move the store off Google's own CSS onto a partner CSS once Merchant Center is stable. We do not switch on day one of a new feed. The 20 percent bid cut stops, and Shopping bids go into the auction whole. We run 200+ ecom accounts, so this is a standard Europe step, not a one-off.
