What Is Target CPA?
Also written as tCPA, target cost per action, Maximize Conversions with a Target CPA.
Definition
Target CPA is a Smart Bidding strategy that aims to keep your average cost per conversion close to a number you set. Some conversions will cost more and some less. A store happy to pay $25 for a sale can set that as its target and let Google set each bid.

Target CPA, Explained
You give Google one number: what you want to pay, on average, for one conversion. Google then sets bids for each auction and tries to stay near it. The word average matters. A single sale can cost far more than your target and the strategy can still be on track.
The name has moved around. Google's help page says the strategy labelled Maximize Conversions with a Target CPA is being renamed Target CPA from June 2026. How it bids does not change (checked 5 November 2026). So older guides and newer screens can use different names for the same thing.
Set the target from your numbers. If a typical order leaves you $30 after product cost and shipping, a $40 target loses money on each sale. Set a target far below what you get today and spend can stall.
For stores, this strategy has a weakness: it treats every conversion as equal. A $15 order and a $150 order count the same. If your order sizes vary a lot, value bidding with Maximize Conversion Value or Target ROAS fits better. Target CPA suits a store where most products earn about the same.
How We Use It at ZenoX
Target CPA is not our default. Our stores launch on sale value, because most catalogs mix cheap and pricey products. It can fit a store where every product earns about the same. Read the margin first.
Questions People Ask About Target CPA
Is Target CPA the Same as Maximize Conversions?
Not quite. Maximize Conversions goes for the most conversions from your budget. Target CPA aims at an average cost per conversion. Google says the option labelled Maximize Conversions with a Target CPA is being renamed Target CPA from June 2026 (checked 5 November 2026).
Will Google Stay Under My Target CPA on Every Sale?
No. It is an average, not a cap. Google says some conversions may cost more than your target and some may cost less. Judge it over enough sales, not on one expensive order.
