The short answer
Take your monthly Google Ads spend. Multiply it by 0.10, then by 0.20. That range is what agencies commonly advertise for percentage-of-spend deals. So €20,000 of spend usually gets quoted €2,000 to €4,000 a month. It is not a survey and it is not an average, so treat it as a sanity check on a quote, not a rule. A quote under the low end usually has a minimum fee sitting under it. A quote over the high end needs to prove what is inside it. We are an agency, so we charge fees like the ones on this page. The market column is arithmetic on the range agencies commonly advertise. It is not a survey and it is not an average. None of these numbers include your ad budget. That money goes to Google.
How to Do the Math Yourself in 10 Seconds
Your spend is not in the table? Two multiplications. Spend times 0.10 is the low end. Spend times 0.20 is the high end. At €45,000 a month that is €4,500 to €9,000. At €250,000 it is €25,000 to €50,000.
Quote below the low end? Ask for the minimum monthly fee in writing. Cheap percentages usually have one. Quote above the high end? Ask what the extra buys that a cheaper agency will not do. Sometimes the answer is good. Often it is a bigger sales team.
Where the range comes from
The Range Comes from Agency Pricing Pages
The 10% to 20% figure is what agencies advertise on their own pricing pages. That is all it is. We have not found a trade body that surveys agency fees and publishes the result. So when someone hands you an industry average, ask where the number came from and who counted it.
It is still useful. It tells you what the market asks out loud. It does not tell you what the market gets paid. And it says nothing about whether one quote is fair for the work inside it.
So do the boring thing. Ask for the rate card in writing before the call, not after it. If nobody will put a number in an email, you have nothing to compare and no way to check the quote later.
When Does a Flat Fee Beat a Percentage of Spend?
Divide the flat fee by the percentage rate and you get the break-even spend. A €1,500 flat fee against a 10% deal breaks even at €15,000 a month. Below that, the percentage is cheaper. Above it, the flat fee is.
A flat fee genuinely wins here
Your spend jumps around. Seasonal stores are the clearest case. Push the budget up hard for Q4 and a percentage bill climbs with it, month by month. A flat fee sits still. You can also plan it a year out, which finance people like.
Hourly is for one-off jobs
Quoted rates we see run from roughly €50 an hour up past €200. Good for an audit, a rebuild, or a second opinion on a mess. Bad as a standing arrangement, because nobody can tell you what next month costs. Get a monthly cap in writing.
Percentage fits a steady, growing account
The agency earns more only when the account grows. The catch is a rate that never drops. At €30,000 a month, 15% is €4,500. At €200,000, the same 15% is €30,000. Ask what the bigger account gets for the bigger fee, and ask if the rate tiers down before you sign.
When you should hire nobody
Under a few thousand a month in ad spend, skip the agency. Ask for the minimum monthly fee first and do the division. A €1,000 minimum against a €3,000 budget is a third of your money gone before a single click. Learn it yourself, or put that fee into the budget and get more data instead. Hire someone once one percentage point of waste costs more than the fee. That is our own view, and we lose deals over it.
What the Calculator Cannot See
The headline rate is rarely the whole bill. Six extras turn up in agency contracts, and every one of them changes the real number.
- The minimum fee
- This is the big one. Say the deal is 10% with a €1,000 minimum. At €10,000 of spend you pay 10%. At €2,500 of spend you pay the same €1,000, which is 40%. The percentage on the website is not the percentage you pay.
- Setup or onboarding fee
- A one-off charge before a single campaign runs. Sometimes it is an extra month of fees. Sometimes more.
- A markup on your ad budget
- The agency pays Google with its own card, then bills you more than Google charged. The only bill you see is theirs. Ask for Google's own invoices and match them to what you paid. Or pay Google directly and skip the whole question.
- Lock-ins and notice periods
- 6 or 12 months, with notice on top. If the work slips in month two, you are still paying in month eleven.
- Tool fees
- Reporting dashboards, bid software, feed tools, call tracking. Paid tools are normal. A tool charge you never agreed to is not. Ask which tools you get billed for, and what each one costs, in writing.
- Ad creative billed separately
- Copy and visuals quoted as their own line item after you already signed for management.

So €30,000 of monthly spend is €1,000 plus €1,800, which is €2,800 a month. That is 9.33% blended, and the blended rate keeps falling as you scale.

Fees are charged monthly on the prior month's verified Google Ads spend. Each bracket rate applies only to the slice of spend that falls inside it - not to your total.
Got a Quote? Three Questions Before You Sign
1. What is the minimum monthly fee?
If there is one, the percentage on the website is decoration until you outgrow it. Get the number, then work out what it costs you as a percentage of what you spend today.
2. Does the rate drop as I scale?
Some percentage deals never tier down. Double your spend and the fee doubles too. Sometimes the work grows to match. Sometimes it does not. Ask where the rate tiers down, and get the tiers in the contract.
3. What gets billed on top?
Setup, tools, creative, landing pages, tracking. Ask for the whole list with prices. If the answer is vague now, the invoice will be a surprise later.

The fee went up ten times. Bigger accounts do bring more work, but ask what actually changes to match a bill that size. Then ask whether the rate drops as you scale. Some percentage deals never tier down, so the fee climbs every time the budget does.
- Is a flat fee cheaper than a percentage of ad spend?
- Below the break-even point, yes. Take the flat fee and divide it by the percentage rate. A €1,500 flat fee against a 10% deal breaks even at €15,000 of monthly spend. Spend less than that and the percentage is cheaper. Spend more and the flat fee wins. A flat fee also holds still through a busy season. When you push the budget up for Q4, a percentage bill goes up with it. A flat one does not.
- Does the management fee include my ad budget?
- No, and check this in writing. The fee pays the agency. The ad budget goes to Google. The one thing to watch is an agency that pays Google with its own card and bills you afterwards. Then the only bill you see is theirs. Ask for Google's own invoices so you can match the two. Or pay Google directly from your own card, and the question never comes up.
- Should I hire an agency at €3,000 a month in ad spend?
- Usually no. Ask for the minimum monthly fee first. If there is one, that is what you pay at €3,000 of spend, not the percentage. Say the minimum is €1,000. A third of your budget is gone before a single click. Run it yourself for a few months, or put that fee into the budget instead. Hire someone once the account is big enough that one percentage point of waste costs more than the fee. That is our own view, not a rule.
