What is the actual difference between a Merchant Center Misrepresentation flag and a Circumventing Systems flag?

Misrepresentation means Google thinks your store could mislead shoppers, usually a feed that does not match your site or missing policy pages. Circumventing Systems means Google thinks you tried to dodge its rules, like a second account for the same store. One is a fixable mistake. The other is a trust problem. Misrepresentation: your store might mislead a shopper

This one is about the store itself. Google compares what you tell shoppers to what you actually do. A price on the page that differs from the feed, shipping times that are missing or vague, a returns policy that does not exist, descriptions that do not match what turns up in the box: any of those can trigger it.

The good news is it is almost always a mistake, not a crime. You made your site and your feed disagree. Make them agree, add the missing pages, and request a review. Most first suspensions come back once everything is consistent.

Circumventing Systems: you tried to dodge the rules

This one is about you, not your store. Google uses it when it thinks an account was set up to work around its policies: a duplicate account for the same business, reusing details from a suspended account, or opening something new to get past a ban.

That is a different category of problem. Misrepresentation says your data is wrong. Circumventing Systems says Google no longer trusts your intent. Appeals are possible, but most are denied, and it can put every account tied to your identity at risk instead of just the one store.
